access to fuel tank sensor

I have 2001 23 sport, My boat is down south. I asked the marina to change the fuel sensor with new WEMA sensor. The marina says there is no access plate that provides access to the sensor, and that they will have to cut a new access hole. Does that make sense, anyone else run into this problem? Thanks for any input.

I wonder if you found anything out? My 2003 proline 22 sport is giving me totally unreliable fuel readings---when it's not showing empty, incorrectly ! I have no access panel to the tank either.
